The Supervisors’ Meeting was called to order on August 9, 2010, by
Chairman, Brian R. Wiker, at 7:00 p.m., at the
The Pledge of Allegiance to the Flag was recited.
There were no public comments prior to conducting the business meeting.
There was a motion by Jeff Burkholder, seconded by Brian R. Wiker, to
approve the minutes of the July 12, 2010 meeting as presented.
Motion carried.
The Board of Supervisors received the Treasurer’s Report, List No. 8,
dated August 9, 2010, for the month of July 2010, showing receipts of
$162,860.87 in the General Account. There
were no receipts in the State Account or Park and Recreation Account.
Expenses in the General Account were $47,202.61.
Expenses in the State Account were $69,940.00.
Expenses in the Park and Recreation Account were $4,183.00.

There was a motion by Jeff Burkholder, seconded by Brian R. Wiker, to pay
the bills on List No. 8, dated August 9, 2010, in the amount of $35,255.90, as
well as to retroactively approve payment of all expenses in all accounts in July
2010, amounting to $121,325.61, a total of $156,581.51.
Motion carried.
The Zoning Officer reported for the month of July 2010 that four zoning
permits were issued at a total valuation of $1,032,284.00.
The Sewage Enforcement Officer reported for the month of July 2010 that
one sewage permit was issued for a repair. The
SEO performed one probe reading and one percolation test.
Bob Lynn of Hanover Engineering Associates, Inc. submitted a report
outlining the following activity for the month of July 2010, through July 22,
2010: Conducted miscellaneous
telephone conversations and meetings related to storm water management issues
and water supply permits; prepared developer invoices and engineer’s report.
Plan reviews were conducted for the Heller Farm; BBM Properties, Lot B;
Kyle Wagner Tract of the Darlington Subdivision; Jonathan Miller; Henson-Oliver
Tract. No inspections were
conducted.
No report or minutes were submitted.
Rodney D. May reported that he responded to two burning incidents.
The Brickerville Fire Company responded to nine fire calls in July 2010.
The ambulance responded to 19 calls and the fire police responded to 12
dispatches.
Road Superintendent, Glenn L. Martin,
submitted his report setting forth the following work activities accomplished in
July 2010: Mowed shoulders; weed-eated
intersections and guiderails; trimmed trees and brush; did sign work; installed
a drainage pipe at lower end of tot lot at Township Park; did miscellaneous park
work; replaced a storm water pipe at the intersection of Reifsnyder Road and
Sunrise Avenue with the assistance of Supervisor May; performed equipment
maintenance as needed. Centerlines
were painted on August 4th. The
well pit was repaired across the street from the Township Building.
Glenn discussed with the Supervisors the matter of purchasing a cut-off
saw at an approximate cost of $800.00. A
motion was made by Jeff Burkholder, seconded by Brian R. Wiker, authorizing the
purchase of the saw. Motion carried.
Glenn continues to work on providing data for the FEMA snow reimbursement
application.
The Supervisors were questioned by Glenn about an ice cream party on
August 12th for the participants of the playground program.
August 12th is the last day of the program.
The Supervisors agreed to host an ice cream party for the children as it
has done in previous years.
It was agreed to hold road inspection on September 25, 2010, beginning at
8:00 a.m.
Glenn commented that he would like to obtain drag mats for the ball field
at the Township Park . He stated the
mats cost between $300.00 and $400.00 per mat.
Township resident, Mike Miller, offered to provide a mat.
Newsletters were received from the Lititz Public Library outlining August
and September 2010 activities. A
Support the Library Fund Raising event will be held at Hoss’s Restaurant on
September 11, 2010 from 11:00 a.m. to 10:00 p.m. with 20% of purchases being
donated to the library. A special
flyer must be used by patrons for the library to receive the donation.
The second quarter activity report was received from the Lancaster County
Drug Task Force. There was no
activity noted in
The Humane League of Lancaster County provided the Township with the list
of incoming strays received at the shelter during the second quarter of 2010.
Some of the documented strays were from Elizabethtown Borough not
Elizabeth Township.
Correspondence was received from State Representative Thomas C. Creighton
regarding Act 46 which is legislation that was enacted relating to permit
extensions that are to be granted to property owners for pending projects.
A letter was received from Township resident, Michael J. Miller,
requesting that Elizabeth Township impose engine brake restrictions on tractor
trailer trucks at Loop Road and Snavely Mill Road.
Two lists of incidents handled in Elizabeth Township by the PA State
Police between 6/1/10 and 6/30/10 as well as between 7/1/10 and 7/31/10 were
provided to the Board of Supervisors, showing a total of 61 incidents in June
and 52 incidents in July.
UNFINISHED
BUSINESS
There was no unfinished business to discuss.
Sgt. Richard D’Ambrosio from the Ephrata Barracks of the PA State
Police attended the meeting to provide the Board of Supervisors and those
attending the meeting with an update of state police activity occurring in the
area since his last visit. Sgt.
D’Ambrosio stated that his troopers responded to130 incidents in a 90 day
period and noted that thefts and burglaries have been minimal in Elizabeth
Township. Residents were cautioned
to keep cars and homes locked, be watchful of surroundings and be aware of
children as schools reopen. Glenn
questioned Sgt. D’Ambrosio as to whether there had been reports of four-wheel
drive trucks driving in gutters and corn fields in the area of Rt. 322 and Long
Lane. Sgt. D’Ambrosio was not
aware of any such reports. There was
also brief discussion about Fox Road disturbances.
A motion was made by Jeff Burkholder, seconded by Rodney D. May, to
replace the vertical shades on the windows at the Township Office at an
estimated cost of $2,200.50 for materials and installation.
Motion carried.
The Board discussed a proposed pavilion at the Township Park.
Several options were prepared by the engineer for review and
consideration. All Supervisors
preferred the drawing designated as Option Three.
Rodney D. May related that the engineer could have the specifications
ready in four to six weeks. Following
brief discussion, a motion was made by Brian R. Wiker, seconded by Jeff
Burkholder, to have the specifications for Option 3 prepared and bid the entire
package when completed, including a cement apron around the pavilion as well as
the sewage drainfield. Motion
carried. It is hoped that the
project can be completed this year.
A motion was made by Rodney D. May, seconded by Brian R. Wiker, to assess
fees to extend expiration dates of permits by written verification, $100.00 for
residentially related permits and $500.00 for commercially related permits.
Motion carried.
PUBLIC
PARTICIPATION
Mike Miller requested the opportunity to explain his letter regarding
truck engine brakes at Loop Road and Snavely Mill Road.
Having discussed the matter with Dan Zimmerman at Warwick Township, it
was suggested that Mr. Miller request a letter be sent to Warwick Township from
Elizabeth Township stating there is no need for the use of engine brakes at this
location, which is a shared municipality roadway.
Mr. Zimmerman indicated to Mr. Miller he would then send a letter to the
PA Department of Transportation regarding the request to prohibit the use of
tractor trailer engine brakes at Loop Road and Snavely Mill Road.
A motion was made by Jeff Burkholder, seconded by Brian R. Wiker, to send
a letter to Warwick Township as requested by Mike Miller.
Motion carried.

The next meeting of the Board of Supervisors will be held on Monday,
September 13, 2010, at the Township Building, beginning at 7:00 p.m.
There being no further business, a motion was made by Brian R. Wiker,
seconded by Jeff Burkholder, to adjourn the meeting.
