ELIZABETH TOWNSHIP PLANNING COMMISSION MINUTES  

February 1, 2012

 

      An ETPC meeting was called to order by Chairman, Bob Navitski, on February 1, 2012, at 7:00 p.m.  Members in attendance were Carol Weaver, Todd Miller, Skip Garner, Pat Moulds, Dick Bergey and Eileen Lieberman.

     Supervisor Rodney D. May and Township secretary, Rita Snavely, were also present at the meeting.  LCPC Planner, Gwen Newell, and Township engineer, Bob Lynn, attended the meeting.

Minutes

     Minutes of the previous meeting were approved as presented.

New Business

Jason & Jennifer Ziegler – Storm Water Management Plan

     Ted Cromleigh of Diehm and Sons Surveyors attended the meeting to present and explain the Plan to ETPC members.  The tract of land consisting of 5.29 acres, located on Mace Lane, received storm water approval in 2008 for different owners.  The Plan has been revised for the current owners and the design includes a proposed residential structure.  A waiver has been requested with regard to dewatering time requirements.  The Township engineer reviewed the Plan and had numerous comments but did recommend approval of the Plan, including granting approval of the waiver request.  A motion was made by Skip Garner, seconded by Dick Bergey, to recommend approval of the Zeigler Storm Water Management Plan contingent upon applicant complying with any and all comments noted by the Township engineer.  Motion carried.

Dale Diehm, Section IV - Lot Add-on Plan  

     Ted Cromleigh from Diehm and Sons Surveyors attended the meeting to present and explain the Plan to ETPC members.  The purpose of the plan is to add 8,000 square feet to the current 22,000 square feet of Lot 17 of Section IV of the Dale F. Diehm Tract.  A single family dwelling will be constructed on the newly created lot with an on-lot septic system, well and storm water management facilities.  A Storm Water Management Plan is to be reviewed by the Township engineer.  No action is being requested at this time.

ACT 167

     Township engineer, Bob Lynn, briefly provided ETPC members with an update of Act 167 and MS4 activities.  The current Act 167 draft is to be revised and then presented to municipalities for review and adoption within required timeframes.

Lititz/Warwick Joint Strategic Comprehensive Plan Update

      Participation in the Lititz/Warwick Joint Strategic Comprehensive Plan Update was discussed.  Bob Navitski, Pat Moulds, Jeff Burkholder and County Planner, Gwen Newell, attended a joint meeting on January 19th.   The Current 2006 Plan is proposed to be updated in 2012.  An invitation has been extended to Elizabeth Township be part of the Regional Comprehensive Plan.  Lititz Borough and Warwick Township expect to complete the update in 2012.  This Township’s Comprehensive Plan was completed in 2003 and should be reviewed after ten years.  The decision to participate in the project rests on the Board of Supervisors.  ETPC may make a recommendation to the Board of Supervisors.  Bob compiled a memo regarding the Joint Plan and also a list of suggested advantages and disadvantages for consideration and discussion.  By participating in the Regional Plan, the Township would be splitting costs with other entities and increase the likelihood of obtaining grant funds for various projects.  Shared permitted land uses would be considered in individual zoning ordinances.  Knowledgeable staffing resources could be utilized.  Some disadvantages might be participating in the process in areas of concern not affecting this municipality as well as working on a time frame that is not of this Township’s design.  Other advantages and disadvantages were also discussed.  ETPC members discussed the project generally and expressed agreement with participating in the joint plan update.  Bob noted that there will be numerous meetings and that he is willing to attend meetings as a representative of Elizabeth Township, welcoming any other ETPC member as well.  Pat Moulds commented that he was assured that by participating in this joint project, the Township would not be forced to accept any concept that is not acceptable to the Township.  A motion was made by Skip Garner, seconded by Dick Bergey, to recommend that the Board of Supervisors participate in the Update of the Lititz/Warwick Joint Strategic Plan.  The motion carried following a polling of all members, with unanimous support expressed for participation in the project.  The matter will be considered at the Board of Supervisors meeting scheduled to be held on February 13, 2012.  One or more ETPC members plan to attend that meeting.

Public Participation

     There was no additional public participation.

Other Business

     Due to a meeting to be held on Thursday, February 16, 2012 regarding the Speedwell Forge Lake and Dam, it was agreed to cancel the ETPC workshop meeting scheduled for the same date.

     Township resident, Barry Lieberman, expressed concern regarding a possible rezoning designation of the Speedwell Forge Lake area.  The area is currently in a Conservation Zoning District.

     The next regular ETPC meeting will be held on Wednesday, March 7, 2012, beginning at 7:00 p.m.

     A motion was made by Dick Bergey, seconded by Pat Moulds, to adjourn the meeting.  Motion carried.
